변경사항

• 레거시 AgentSession.nextToolChoice() 메서드를 제거했습니다. 턴별 도구 선택 지시문이 이제 nextToolChoiceDirective()만을 통해 흐르고 있습니다(hard-choice 디큐 및 active-tool 필터링을 private helper로 통합). 이는 호출자가 soft pending-preview 라이프사이클을 우회하면서 큐를 소비할 수 있게 해주는 이중 진입점을 제거했습니다. 기본 ToolChoiceQueue.nextToolChoice()는 변경되지 않았습니다.
